At? a time when Ravens linebacker Ray Lewis vehemently has denied any use of banned substances in connection with his recovery from a torn triceps or at any other time in his 17-year career, a former Ravens assistant has confirmed that he introduced Lewis to the owner of Sports With Alternatives To Steroids (S.W.A.T.S.).

The confirmation from Hue Jackson, now the Bengals running backs coach, came via Jackson?s apology for making the connection between the two men.

?First of all, I?m disappointed for the Ravens,? Jackson told Aaron Wilson of the Baltimore Sun.? ?You hate to ever put an organization in that kind of situation.? I never knew the young man [Ross] could be that way.? I apologize for the whole organization.? It should be about the Super Bowl.? I met the guy at the [NFL] combine in 2008. . . .

?I don?t get this because we?ve already addressed all of this before,? Jackson said. ?It?s just not right. I feel very bad for making a mistake and bringing this guy around Ray and the other players.

?I regret that ever happened. You trust people sometimes, and they let you down. This is an absolute shame because it should be about football, not this stuff. . . .

?What happened is you think everybody is doing things for the right reason.? I knew there was nothing illegal based on information given by him.? He always talked about things, saying they were already approved by the NFL.? You live and you learn.? I dealt with that two years ago.? Anytime it comes up, my name is mentioned.?

In addressing the situation, Lewis has invoked the ?two years ago? explanation, overlooking the fact that Mitch Ross, the owner of S.W.A.T.S., contends that Lewis contacted Ross in October 2012, after Lewis tore his triceps against the Cowboys.? According to Sports Illustrated, the call was videotaped.? According to Ross, he contacted Lewis immediately after the game.

?As soon as I saw him hurt his arm against the Dallas Cowboys, I texted Ray,? Ross told Wilson.? ?He texted me back after the game and said, ?Possible torn triceps.? Once that was confirmed by the doctors, I asked Ray if he wanted me to set up a program for him and he said, ?Yes.?? I got him set up and now he?s back on the field.?

The problem with the various media availabilities during Super Bowl week is that there?s no one interviewer who can ask specific questions with meaningful follow-ups.? Once the player or coach answers a question, there?s a likelihood that some other reporter will ask some other question.? This allows Lewis to avoid a situation in which he?s grilled in detail about the communications with Ross, the phone conversation, and any other specific information linking the two men not two years ago but three months ago.

In the grand scheme of things, none of it matters, since there?s no way Lewis would ever be suspended before Sunday?s game.? But there?s definitely a cloud over Lewis that won?t be pushed away simply because Lewis has issued a general denial without specific elaboration on the underlying contentions and allegations.

Giving flame to the 'entrepreneurship story', here is another individual on course to raise funds for her business venture, Crostini, providing healthy food options in the capital city.

Revealing her journey of starting the Mediterranean caf? on ET, Mitali Kalra divulged her hopes to lure venture capitalists in the coming years to take her chain to the next level. However the quantum and time frame for the fund raise remain unknown.

Commencing operations a year back, Mitali ideated the concept of health foods as a result of her own need and non-availability of the same, developing on prior experiences while working overseas.

Considering her background, a finance MBA from INSEAD in 2008 followed by work through handling PE investments in Dubai and Singapore then shifting base back to the country and concluding short stints at KPMG and Deloitte, entrepreneurship was a natural choice.

She put in an initial R14 lakh of her personal savings in the company and after the registration a small takeaway outlet was started at Greater Kailash, Delhi. Till date, her investment in the company amounts to R30 lakh.

Gradually the venture took shape and she set up a sit-down eatery at Hauz Khas Village in September last year.

The food joint offers breakfast options like wholewheat pasta, wraps, salads, soups, smoothies and low-fat protein shakes among other things.

Current turnover stand at R25-30 lakh and the weekly footfall is in the range of 100-120 customers.

The company is now looking out for a rental place at Cyber City, Gurgaon to come up with another outlet.

Another such initiative was taken by Siddharth Jaiswal, an IIM-A graduate, by formerly operating a successful model of catering organic food through his venture 'Joos' three years back. He had then planned to set-up a nationwide chain with the support of Spic Macay.

While investments in a health food chain are a rarely seen, others such as QSR?s and continental serving chains are seeing their plates full with offers from PE/VC investors.

Recently CX Partners was planning to invest R100 Cr in Barbeque Nation Hospitality.

Last month Helion Ventures along with Footprint Ventures invested additional R32.5 Cr in Mast Kalandar, a QSR chain run by Spring Leaf Retail Pvt. Ltd.

Also after Navis Capital acquired Nirulas fast food chain, New Silk Route was set to buy a majority stake in restaurant chain, Nando's.

NASA satellite imagery revealed that Cyclone Felleng is packing some powerful thunderstorms with overshooting cloud tops.

An overshooting (cloud) top is a dome-like protrusion that shoots out of the top of the anvil of a thunderstorm and into the stratosphere. It takes a lot of energy and uplift in a storm to create an overshooting top, because usually vertical cloud growth stops at the tropopause and clouds spread horizontally, forming an "anvil" shape on top of the thunderstorms.

During the night-time hours (Madagascar local time) of Jan. 28, NASA-NOAA's Suomi NPP satellite captured a night-time image of Cyclone Felleng when it was located northwest of Madagascar. The image was created at the University of Wisconsin-Madison and was false colored to reveal temperatures. The image showed some pretty cold overshooting cloud tops, topping at ~170K (-153.7F/ -103.1C). The image also showed some interesting gravity waves (waves in the atmosphere) propagating out from the storm in both the thermal (infrared) and visible imagery. The infrared imagery also showed that Felleng has strengthened significantly since the previous day as convective bands of thunderstorms are wrapping more tightly into the eye.

On Jan. 29, the MODIS (Moderate Resolution Imaging Spectroradiometer) instrument aboard NASA's Aqua satellite captured an image of Cyclone Felleng at 1015 UTC (5:14 a.m. EST) that showed strong thunderstorms around the center of circulation and a 22 nautical mile-wide-eye (25.3 mile/40.7 km) obscured by high clouds. The image clearly showed the western edge of the storm is approaching Madagascar.

Cyclone Felleng has continued to intensify, as NASA-NOAA's Suomi NPP image indicated with the identification of overshooting cloud tops. On Jan. 29 at 1500 UTC (10 a.m. EST), Felleng has maximum sustained winds near 90 knots (103.6 mph/166.7 kph). Felleng was located near 14.3 south latitude and 54.6 east longitude, about 420 nautical miles (483.3 miles/777.8 km) north of La Reunion. Felleng is moving west-southwestward at 8 knots (9.2 mph/14.8 kph).

On Jan. 30, a trough (elongated area) of low pressure is expected to turn Felleng southward. The storm is expected to continue intensifying as it moves parallel to the eastern coast of Madagascar.

Award-winning director Ernest Dickerson didn?t forget his roots, particularly the ones he developed at Howard University. The filmmaker will return to his alma mater to conduct a week-long film seminar for students. He?ll dissect his film, meet with students one-on-one and participate in a workshop titled ?The Relationship of the Director and Cinematographer.? The workshop will be moderated by his former teacher Haile Gerima.

Dickerson, who attended New York University Film School with fellow filmmaker Spike Lee, said he didn?t have anybody to get guidance from as he tried to become a working professional. He?s earned an Emmy and Peabody award and was just nominated for a 2013 NAACP Image Award for Best Director for his work on HBO?s ?Treme.?

He also shared his opinion of Spike Lee?s critique of the Quentin Tarantino film ?Django Unchained,? where Lee said he felt the film was ?disrespectful.? Dickerson said, ?Spike is entitled to his opinion. Great art inspires opinions. I?m just sorry the discussion has developed into name calling.? (NewsOne)

(AP) ? The Netherlands' Queen Beatrix announced Monday that she is ending her reign after 33 years and passing the crown to her eldest son, who has long been groomed to be king but who will have to work hard to match his mother's popularity.

The widely expected abdication comes at a time of debate over the future of the largely ceremonial Dutch monarchy, but also as calm has descended upon the Netherlands after a decade of turmoil that saw Beatrix act as the glue that held together an increasingly divided society.

"Responsibility for our country must now lie in the hands of a new generation," Beatrix, one of Europe's longest-serving monarchs, said in the simple, televised speech announcing her abdication.

The queen, who turns 75 in just a few days, said she will step down from the throne on April 30. That same day, her eldest son, Willem-Alexander, will be appointed king at an inauguration in Amsterdam. He will be the Netherlands' first king since Willem III died in 1890.

Willem-Alexander is a 45-year-old father of three young daughters, an International Olympic Committee member, a pilot and a water management expert.

Over the years, he has struggled to win the affection of this nation of 16 million, but his immensely popular wife, the Argentine-born Maxima, has helped him gain more acceptance ever since she brushed away a tear during their wedding in 2002.

They are a hard-working couple: Willem-Alexander regularly gives speeches at water conferences, sharing his low-lying nation's centuries of experience battling to stay dry, while soon-to-be Queen Maxima, a former investment banker, has carved out a career as a microfinance expert.

Together, the pair has often been seen cheering on Dutch sportsmen and women at Olympics from Beijing, to Vancouver and London.

"He's known as 'Mister Water,' isn't he? He seems like a reliable person, just like his mother," said Desiree Hoving, an Amsterdam resident. "I don't really have an emotional response to him, but I do think it's nice that Maxima is going to be queen."

Despite regular public appearances, Willem-Alexander is also fiercely private, giving reporters and photographers brief, choreographed glimpses of his family in return for being left in peace the rest of the time.

"He and Princess Maxima are fully prepared for their future roles," Beatrix said. "They will serve our nation with dedication, faithfully preserve the constitution and bring all their talents to the monarchy."

Despite her popularity, Maxima has always carried an air of controversy because her father was an agriculture minister in the military junta that ruled Argentina with an iron fist in the late 1970s and early 1980s.

In a move that may curtail possible protests, the Royal House said that Maxima told Prime Minister Mark Rutte that her parents will not attend the inauguration.

In her brief, prerecorded speech from her Huis ten Bosch Palace in The Hague, Beatrix said she was, "deeply grateful for the great faith you have shown in me in the many years that I could be your queen."

The queen's departure is sure to bring about an outpouring of sentimental and patriotic feelings among the Dutch, most of whom adore Beatrix. In everyday conversation, many of her subjects refer to her simply by the nickname "Bea."

Well-wishers immediately gathered outside the palace Monday.

One of them, Laura Dinkshof, took along a homemade orange banner. "We hope the queen will see it," she said. "It says we were very happy with our queen and we wish her a nice retirement and that we have trust in our new king."

Rutte, a staunch monarchist, said that ever since her coronation in 1980, Beatrix ? the nation's oldest-ever monarch ? "applied herself heart and soul for Dutch society."

Beatrix succeeded her mother, Juliana, as head of state, and her reign has been marked by tumultuous shifts in Dutch society and, more recently, by personal tragedy.

Observers believe Beatrix remained on the throne for so long in part because of unrest in Dutch society as the country struggled to assimilate more and more immigrants, mainly Muslims from North Africa, and shifted away from its traditional reputation as one of the world's most tolerant nations.

Beatrix was also thought to be giving time for her son to enjoy fatherhood before taking the throne.

The abdication also comes at a time of trial for Beatrix. A year ago, she was struck by personal tragedy when the second of her three sons, Prince Friso, was left in a coma after being engulfed by an avalanche while skiing in Austria.

And even in a job that is mostly symbolic to begin with, the previous government stripped her of one of her few remaining powers: the ability to name a candidate to begin Cabinet formation after the election of the national parliament.

Beatrix's reign began in difficult economic times and there were riots in Amsterdam at her inauguration, as thousands of demonstrators protesting the city's housing shortages fought pitched battles with police just a few hundred meters (yards) from the downtown palace where she was crowned.

But throughout her tenure she was a calming influence on society, particularly in the aftermath of the 2002 assassination of populist politician Pim Fortuyn and the murder two years later of filmmaker Theo van Gogh by a Muslim extremist.

Personal tragedies have exposed a softer side of the queen and brought her closer to her subjects.

The 2002 death of her German-born husband, Prince Claus, took a toll on her, and it was apparent how deep her reliance on the quiet man had been: she was filmed leaning heavily, almost hanging, on Prince Friso's arm as they entered the church for her spouse's funeral.

In another blow, a deranged loner tried to slam a car into an open-topped bus carrying members of the royal family as they celebrated the Queens Day national holiday in 2009. The driver killed seven people who had gathered to watch the royals, a brazen attack that shocked the nation.

Friso, who had been such a support after Claus' death, remains in a coma. Late last year, the Royal House said he showed "very minimal" signs of consciousness.

"I think it's a good time for her to leave, with all that happened in her life recently," said 44-year-old Bert Duesenberg of The Hague as he stood at the queen's palace gates. "I also think that Alexander is ready to take over, and he has to do that. It is good news, and it's time for the change."

As you chatter on your smartphone, the death toll rises?almost 7 million birds are killed each year when they fly into communication towers that make cellphone conversations possible. Worse, the towers often kill birds that are already rare. So says a study in the journal Biological Conservation. [Travis Longcore et al, Avian mortality at communication towers in the United States and Canada: which species, how many, and where?] For example, tower impacts kill more than 2,000 yellow rails per year. That's roughly 9 percent of the total population. Ninety-seven percent of all birds killed are songbirds, especially warblers. The red-eyed vireo suffers some of the biggest losses, some 581,000 deaths annually, though that represents less than 1 percent of its population. The Southeast and Midwest lead the country in tower-bird collisions. That's because these regions have the largest concentrations of the tallest towers, up to 900 feet high. While all of the more than 80,000 communication towers in North America cause problems, the roughly 1,000 tallest towers cause 70 percent of the bird deaths, luring birds to their doom with red warning lights that are always on. A partial solution is relatively simple: replacing the always-on red lights with blinking ones could cut the deaths by as much as 70 percent. Jan. 28, 2013 ? When researchers sequence the RNA of cancer cells, they can compare it to normal cells and see where there is more RNA. That can help lead them to the gene or protein that might be triggering the cancer.

But other than spotting a few known instigators, what does it mean? Is there more RNA because it's synthesizing too quickly or because it's not degrading fast enough? What part of the biological equilibrium is off?

After more than a decade of work, researchers at the University of Michigan Comprehensive Cancer Center have developed a technique to help answer those questions.

The method involves a compound called bromouridine, which can be used to tag or label newly created RNA. Researchers apply the bromouridine for 30 minutes then isolate the RNA to see where the new RNA was made. They call this process Bru-Seq.

On the other hand, the researchers can follow up the bromouridine labeling with a rinse with the chemical uridine for different periods of time. They call this BruChase-Seq because the uridine chases away the newly made RNA so they can look at how the RNA ages over the course of one hour, two hours or six hours. In other words, is the RNA degrading like it's supposed to?

"We can see the whole pattern of all the RNA that's synthesized and all the RNA that's stable vs. degrading. We can sort it out in terms of synthesis and stability and see if a particular RNA is more stable in the cancer cell than the normal cell or if it is taking longer to degrade in the cancer cell than in the normal cell," says study author Mats Ljungman, Ph.D., associate professor of radiation oncology at the U-M Medical School.

"With our technique, we're adding 10-fold more depth to the picture of how genes are expressed," he adds.

Ljungman is part of the Cancer Center's new Translational Oncology Program, which brings together cancer researchers from across the University of Michigan to speed the translation of basic science into clinical trials and new treatment opportunities for patients.

The Cancer Center is currently using gene sequencing techniques to help match advanced cancer patients with potential clinical trial opportunities based on the make-up of their tumor.

In addition to helping with cancer sequencing, Ljungman sees potential for this new technique to help with identifying diseases such as diabetes or inflammation. In the paper describing the technique, published online in Proceedings of the National Academy of Sciences, the researchers describe how they used it to understand an inflammatory response in cells. The researchers have also used the technique to test blood samples.

With a great deal more investigation, Ljungman envisions that one day the test could potentially be offered to people visiting their doctor as a way to monitor changes in the RNA.

"If something is significantly changed from one test to the next, it could be a red flag or an early warning sign of disease. That would be the broadest use of this technology," Ljungman says.

'One and Only Ivan' and 'This Is Not My Hat' capture Newbery and Caldecott awards

This year also marks the 75th anniversary of the Caldecott Medal, which has honored such books as ?Make Way for Ducklings? by Robert McCloskey and Ezra Jack Keats? ?The Snowy Day.?

The groups also award Newbery Honors and Caldecott Honor. This year ?Splendors and Glooms" by Laura Amy Schlitz and "Three Times Lucky" by Sheila Turnage were cited for Newbery Honors. Five books, including ?Creepy Carrots!," written by Aaron Reynolds and illustrated by Peter Brown; "Extra Yarn," written by Mac Barnett and illustrated by Jon Klassen; "Green," written and illustrated by by Laura Vaccaro Seeger; "One Cool Friend," written by Toni Buzzeo and illustrated by David Small; and "Sleep Like a Tiger," written by Mary Logue and illustrated by Pamela Zagarenski, received Caldecott Honors.

?Bridge to Terabithia? writer Katherine Paterson received the Laura Ingalls Wilder award this year for her work in children?s literature.

?This Is Not My Hat? has experienced strong sales since it was published last fall. Even before the award announcement, it was still occupying the sixth spot on the Children?s Illustrated IndieBound bestseller list for the week of Jan. 24, after being released last October.

India anti-rape protesters: Don't just get angry, do something

At a moment when many angry Indians are demanding that the rapists of a young woman who died this week be hung, one group encourages women to tackle social attitudes.

Among the many anti-rape protests that have been held in Indian cities over the past few weeks, something has stood out at a demonstration this week: Protest signs that didn?t cry shame or call for the death penalty, but pledged personal action.

?I pledge to intervene when I see a woman being harassed,? read one slogan on signs held by both men and women on New Year's Day. Another sign held by a young woman read, ?I pledge to stare back.??

The ?Safe City Pledge? demonstrations were organized by?a collective called Blank Noise, which has been talking about sexual harassment in India for almost a decade now.

It is that long experience, says founder Jasmeen Patheja, that accounts for their unusual slogans. Amid the calls for better policing to prevent violent crime against women, the group wanted to also highlight how everyone contributes to ? and can thus help change ? a culture of sexism.

?It?s easy to blame the government and the police, but they also represent certain social mindsets, attitudes that we may be perpetuating,? Ms. Patheja says.

In recent weeks, some of those attitudes have been on display as political and civic leaders have faulted Westernization (read: sexual permissiveness) for violence against women.

On Friday, a leader from a Hindu nationalist party said that rapes ?happen in India, not Bharat? (the Hindi name for the country), while another suggested that women are being punished for ?crossing the line.? A survey from earlier this year showed that a fair chunk of both Indian men and women believed that wife beating was acceptable. ? ? ? ? ??

A younger, urban generation isn?t necessarily free from these attitudes either. ?We may all contribute to the problem in invisible ways,? Patheja says. ?When we say ?Boys will be boys,? or when we share sexist jokes or make mothers and sisters part of [curse words].?

One of the most common problems that Indian women face is harassment in public spaces.

?Eve teasing,? the lighthearted term used for everything from lewd comments to groping to stalking, is so routine that when Patheja started Blank Noise as part of a virtual project at Srishti School of Art, Design and Technology in Bangalore in 2003, she found few of her peers wanted to talk about it.

?There was a sense that it was just part of life, that there was nothing you could do about it,? she says. ? ? ? ? ???

Patheja and others started a blog to provide an anonymous space for women to share their experiences. They also began organizing public events. The idea was not to be an advocacy group, says Patheja, but to ?trigger a public dialogue that wasn?t didactic, through a series of approaches both blog-based and on-the-ground interventions.? Blank Noise also encouraged young women to confront street harassment in an effort to ?reclaim the city.?

That approach challenges the conventional idea that women should protect themselves by staying away from the public sphere, and a recent trend among the Indian middle-class to segregate themselves from chaotic urban environments through gated communities and private transport. Signs at Tuesday?s demonstration included pledges to ?use public transport even when private transport was available.?

Today, the Blank Noise project has a presence across nine cities, hundreds of volunteers and a large Facebook presence, though getting boots on the ground remains a challenge. More than 10,000 people were invited via Facebook to take part in Tuesday?s protest across the country.

In Mumbai, about 30 showed up. ?It?s easier to click ?like? and more difficult to get out on the street,? says Patheja. ?But we don?t worry much about that anymore. Even that one click means that someone has decided to engage.??

What is most important, she suggests, is the change she has seen in the past decade. Last month, the supreme court called for wide-ranging measures to curb harassment in public places.? ?There is now a greater willingness to talk about the issue,? she says, ?and less of an inclination to trivialize it.?

An android and iPhone competitor, Ubuntu is skating to where the puck is going to be. But, with such a bold move, there are significant obstacles to overcome. The soon to be released Ubuntu Phone is paving the way that all smart phones will eventually go. The components required to build the computers become smaller and cheaper, till eventually it was possible to put one on your desk. The computer stayed on the desk until the laptop computer, a smaller, more portable, but just as powerful machine, made it nearly obsolete. And then, the iPhone was released, followed shortly after by Android and the Palm WebOS, and the next step in computing was clear. Mobile computing devices like our phones are the next wave in personal computing. They continue the trend of laptops by being smaller and portable, and exceed by having near ubiquitous Internet access, and by being so portable they can fit in your pocket.

The Ubuntu mobile software, like its OS for desktops, will be open source and built around the kernel Google?created for its Android software. At a press conference in Las Vegas, Canonical , maker of?Ubuntu, demonstrated the mobile software operating on a Galaxy Nexus. With Ubuntu?s smartphone software, users will see a mix of old and new.Ubuntu mobile OS has kept some familiar Android features such as the sideways sweeping gestures and the system status icons including battery life, connection, and volume on the right side of the notification bar. The?Ubuntu software also offers some nice surprises like larger App icons and thumb gestures that access content and active app switching.? The Ubuntu Phone is expected to be released in late 2013 and will be preloaded on Android phones.. Phones will ship with both Chromium and Firefox browsers and run Linux native apps written in QML and web apps written in HTML5, CSS, and Javascript.

US jobless claims drop to 5-year low of 330,000

(AP) ? The number of Americans seeking unemployment aid fell last week to the lowest level in five years, evidence that employers are cutting fewer jobs and may step up hiring.

The Labor Department said Thursday that weekly unemployment benefit applications dropped 5,000 to a seasonally adjusted 330,000. That's the fewest since January 2008.

The four-week average, a less volatile measure, fell to 351,750. That's also the lowest in nearly five years.

The decline may reflect the government's difficulty adjusting its numbers to account for layoffs after the holiday shopping season. Layoffs spike in the second week of January and then plummet. The department seeks to adjust for those seasonal trends, but the figures can still be volatile.

If the trend holds up, fewer applications would suggest the job market is improving.

"Encouraging news on the U.S. jobs front, even when you remove all of the noise," said Jennifer Lee, an economist at BMO Capital Markets. "Weekly data are noisy, particularly at this time of year, so keep that in mind."

Applications are a proxy for layoffs. They have fluctuated between 360,000 and 390,000 for most of last year. At the same time, employers added an average of 153,000 jobs a month. That's just been enough to slowly push down the unemployment rate, which fell 0.7 percentage points last year to 7.8 percent.

There have been other positive signs for the economy and job market.

The once-battered housing sector is recovering, which is boosting construction and home prices. Home builders started work in 2012 on the most new homes in four years. And sales of previously occupied homes reached their highest level in five years last year. Still, home building and sales remain below the levels consistent with a healthy economy.

More home building will likely increase job growth. In December, the economy gained 30,000 construction jobs ? the most in 15 months. And economists expect construction firms to add more jobs this year as the housing recovery strengthens.

Patrick Newport, an economist at IHS Global Insight, forecasts that construction companies will add 140,000 jobs this year, up from a meager 18,000 in 2012.

The number of people continuing to claim benefits is also falling. There were nearly 5.7 million people receiving unemployment aid in the week ended Jan. 5, the latest data available. That's down from almost 5.9 million in the previous week.

The overall economy grew at an annual rate of 3.1 percent in the July-September quarter. But economists believe activity slowed considerably in the October-December quarter to a rate below 2 percent or less, in part because companies cut back on restocking.

Less restocking leads to slower factory production, which weighs on economic growth.

Brownback wants to cut deduction for real estate taxes | Wichita Eagle

? A new wrinkle in Gov. Sam Brownback?s tax plan emerged Wednesday ? a proposal to eliminate another deduction for Kansas homeowners.

The governor wants to wipe away the income tax deduction for real estate taxes to pay for reducing state income taxes even further than what he signed into law last year. It?s one of several components that Brownback?s plan depends on to reduce incomes taxes while balancing a $14 billion budget without making severe cuts in state services.

The governor also wants to keep the six-tenths of a cent sales tax increase that is scheduled to expire this summer and eliminate the deduction for home mortgage interest.

The latest twist caught lawmakers flatfooted, although the Brownback administration said it publicly announced plans to eliminate the real estate tax deduction after the governor?s state of the state speech last week.

?Nobody saw that one,? said Rep. Nile Dillmore, D-Wichita. ?Even though your property tax itself didn?t go up, you lose the deduction for that property tax, which means that?s money out of your pocket as a result of a de facto increase in your property taxes.?

Other lawmakers and lobbyists said they were just learning about the plan, which would affect roughly 372,000 Kansans who deduct their real estate taxes on their income taxes. The tax deduction is worth about $125 on average, compared to the home mortgage deduction, which is worth about $300 on average.

The state would reap an added $68 million by dumping the real estate tax deduction. Eliminating the mortgage deduction could add $162 million to state coffers.

Sen. Les Donovan, R-Wichita, who is chairman of the Senate Tax Committee, said lowering income taxes could result in a net benefit for Kansans.

?When you lower people?s tax rates, that offsets a lot of other areas where they might have to give up an exemption or pay a little more somewhere else,? he said. ?By lowering dramatically, like we did, we?ll have a very positive impact on many, many people ? probably the majority of people in the state.?

But he and others expect elimination of the real estate tax deduction ? in addition to elimination of the mortgage interest deduction, which drew criticism from the Kansas Association of Realtors ? to generate more opposition.

?I think it will create more debate,? Donovan said. ?It sure will.?

Delicate dance

The latest news about Brownback?s tax plan could complicate a delicate dance for the governor, who is trying to balance a budget without severely cutting services while still slashing income taxes.

Sen. Ty Masterson, R-Andover, said the plan to eliminate the real estate tax deduction caught him off guard and that it may create in some people a perception of increasing the tax burden.

?There are several items that are potentially problematic,? he said. ?If it?s not all part of an overall tax decrease, it?s going to be unpalatable to this Senate and this House.?

Sen. Jim Denning, R-Overland Park, said he wasn?t under the impression that the governor wanted to eliminate deduction for real estate taxes. He called it a ?conversation piece? that the revenue secretary put out as another piece of tax policy.

Denning, who sits on the Senate Ways and Means Committee, cautioned that going after the home mortgage deduction and the real estate tax deduction could be politically dangerous.

?I think it?s all going to be an uphill battle,? Denning said. ?It?s kind of a third-rail item.?

Flatter tax policy

The governor?s office announced its intention to eliminate the real estate tax deduction in the next to last paragraph of a Jan. 16 news release.

The issue bubbled up Wednesday morning when Budget Director Steve Anderson outlined the governor?s income-tax-cutting plan to the Ways and Means Committee.

Brownback wants to cut the upper tax bracket to 3.5 percent from 4.9 percent in 2017. He wants to reduce the lower tax bracket to 1.9 percent from 3 percent from 2014 to 2016.

He also wants to buy down income taxes further with revenue growth exceeding 4 percent. The governor ultimately wants to zero out the income tax for Kansans.

The governor ?believes the state would benefit from a fair, flatter tax policy,? said his spokeswoman, Sherriene Jones-Sontag.

?The bottom line to our approach to taxes is to grow the state?s economy and create more jobs to Kansans.?

She said the goal is to put more into the hands of Kansas taxpayers to let them decide how to spend their money.

State Rep. Richard Carlson, R-St. Marys, chairman of the House tax committee, said he learned about the governor?s plan Wednesday morning, although Revenue Secretary Nick Jordan had been scheduled to brief him over the weekend. The meeting was canceled after Jordan became ill.

Carlson set aside any concerns about not learning about real estate tax deduction until Wednesday. He said he was more concerned about getting a bill early enough in the session to give the Legislature time for refinements.

?I haven?t formed an opinion yet,? he said of the proposal to eliminate the real estate tax deduction. ?I want to look at the bill in its totality.?

Carlson added there are many different ways to arrive at the governor?s goal of ultimately reducing Kansas taxes.

?There are different options to obtain the same goal,? he said. ?We will explore all of those options.?
